            In 1994, then Kagawad Domingo Palaganas, initiated through Barangay Resolution no. 61, adopted on November 6, 1994, with Kagawad Orly Reyes, Mercy Encinas, Juaning  Fernandez, Ebiong Annang, Moreto Valiao and Shirley Tang as co-authors, the establishment of  the Congress Elementary School.

 

             In 1995, upon the election of Congressman Roberto Guanzon, Representations were madeby the incumbent barangay officials taking into consideration the number of children of school age and the availability of a one- hectare school site within the barangay.

 

             In 1996, Congressman Guanzon allocated fund for this purpose. A ground-breaking ceremony was held on October 25, 1996 with Congressman Guanzon leading the rites along with the Barangay and Congress Village Homeowners Association officials.               

 

             Construction started thereafter and in June 1997, under the supervision of Mr. Pedro Inocando, principal of Bagumbong Elementary School,  the school opened its door to 642 enrollees in Grades I-VI with 14 teachers. Mr, Inocando turned it over to Mr. Cornelio A. Orteza the first principal appointed to take charge of the said school. His tenure of office was from 1997 to June 1998. Mr. Orteza made efforts to equip the school with necessary needs such as desks, blackboards, tables, chairs and book cases.

 

              With the school largely unfinished, again Kagawad Palaganas sought funds from theSenate. Fortunately, two senators favorably responded. They were Senate President Marcelo Fernan and Senator Alberto Romulo.

              In 1998, there was a significant increase in school population and noting the shortage of rooms, the Parent Teacher Association lobbied for the construction of additional rooms. This time, it was Senior Deputy Raul Daza who coordinated with the USEC Antonio Nachura, the DepED in-charge of the school building program. The construction of additional four rooms was approved.In the same school year, another principal was assigned in the person of Dr.Ailene A. Canoy. She managed the school from July 1998 to August 2001. Improvements were made such as construction of some segments of the perimeter concrete fence and covered- court care of city government under Mayor Reynaldo O. Malonzo.

              In August 2001, Mrs. Carmelita C. Kilala, a master Teacher II of NHC Elementary School North III  District was assigned Officer-in-Charge to Congress Elementary School. During her four years and four months (August 2001-January 2006) stayed in the school, Mrs. Kilala made the following physical development: iron grill fencing of the path walks, structuring of the water drainage on both sides of the covered court, installation of the lighting system in the covered court, repair of drainage of the pupil’s comfort rooms, termite treatment of the building and the whole compound, repair of office, and portions of buildings. 

           

             

             

             The school is now in its 13th year of existence with 2,129 pupils and 45 teachers. The present principal of the school is Mrs. Leticia V. Guanzon. She was assigned to this school on January 18, 2006. As soon as she arrived in Congress Elementary School, she immediately implemented some projects such as:   

1. The renovation of the toilets particularly the tiling of the floor       

              and urinal canal for the boys.

2.  Construction of fences surrounded the food production area

3. Installation of the overhead water tank which was donated by the Rotary Club of Sampaguita of Caloocan.

4. Construction of  additional 2-seater comfort room which was 

    sponsored by the Sangguniang Kabataan ng Barangay 

5. Congressman Satur Ocampo granted her request for the construction of one - classroom building.  Later it was converted into a canteen / HE room.

         Under the administration of Dr. Ma. Magdalena L. Reyes, the three-storey, six-classroom building was constructed and funded by the DPWH. It was completed on January 2014.This is used by the Grades I and II Teachers.

 

         Another 3-storey, 9-classroom building under the City Government was constructed. It was completed on February 2014. These are now classrooms of Grades V and VI.

 

        Making of Ecobricks, a joint project by the parents, pupils and teachers was also implemented. These bricks are used as plant boxes and fences around the school including the EPP, Science and Herbal Garden.

 

        The DEpEd- NCR EcoSavers Program was launched on January 11, 2014. The parents in the community attended and supported the said program. All pupils were trained to be economical and save an amount in their own Pass Book. They requested to bring recycled and usable materials and sold to the official Junk Shop. The Teacher In-Charge sorted them and recorded in the Pass Book of each pupil. Indeed, the project was a successful one.
